Unlike the usual methods, Microsoft given a slightly modified form to start Windows 8.1 operating system in Safe mode. If boot doesn't happen as usual, we can reboot the system by using installation disc.

- Boot the Windows 8 or 8.1 system by installation disc or system recovery media. Click on 'Next' from the first screen which will ask you to select language.
- Select option 'Repair your computer' from the next screen.
- Then, click on 'Troubleshoot' button.
- Select 'Advanced options' and then click on 'Command prompt'.
- Type the following commands,
bcdedit /set {default} bootmenupolicy and then press 'Enter'. - Then reboot your system. While booting process, press F8 to get 'Safe mode' option.
